Transfering all data from one hard drive to another

So I bought a new hard drive because my old one is slow and I feel like it could just die any minute. I want to copy all of my data, from Windows to all my Steam games. And then, I want to erase all the data from my old drive and use it as extra storage, and boot off my new drive. What is the easiest way to go about this process? I know there are a lot of hard drive cloning programs out there, which one is the best and preferably free? I have more than enough space on my new drive to transfer all the data from the old one.
 
I would install windows onto the new drive. Install windows with only the new drive installed and preferably in the same port that the old drive was in. After the computer is up and running good with all the drivers installed, install the old drive and copy all the stuff you want to the new boot drive. Regardless, you won't lose anything from your Steam games if you lose you Steam files. You will have to download Steam and install the games. Plus install any other programs, games or apps that you use.

I would install Windows 7 on the new drive like spooky said. I use Iobit advanced systemcare 8 free and in the toolbox it has "PCtransfer". You can copy the whole C : or go in and select certain programs and etc. This would be easiest with both drives in the system.
