Microsoft Mouse and Keyboard Center has stopped working?

Hello!
My father has a problem with his computer. The mouse and keyboard center stops working suddenly with no warning and then the mouse is still useable but the programs appear to not be there. When I click on them a message pops up saying the program has been uninstalled and will be removed.
After restarting the computer, everything works as before for a few minutes, between 5 minutes and a few hours.
The problem seems to happen more often when using a video rendering program but still happens regardless.
I thought at first it was drivers so I tried reinstalling the mouse drivers and it did not work.
He is using a Microsoft wireless mouse and we also tried with a corded gaming mouse from Anker and it did the same thing. I have now uninstalled the mouse and keyboard center completely from drivers and the computer itself but the problem still persists.
Any ideas?

So the keyboard and mouse still function properly but the Keyboard and Mouse Center doesn't work?

MYes they work perfectly but I cannot open any programs because as soon as I try it says the program is not installed.

I think it may be a hard drive error, no?

Yeah it could be. Open up an elevated command prompt and run SFC /scannow to scan for any OS file errors. If there are misintegrities detected, your OS will redownload them.

It seems that now it is failing straight away and all my programs (even command prompt) say they have been uninstalled. Luckily I created a system recovery disk yesterday and will try running SFC /scannow from that

Just finished the SFC /scannow it shows no errors. Any other ideas?

Next use Chkdsk to check the disk for bad sectors.

No problems found with chkdsk. Right as it finished chkdsk the problem happened again

Huh..... You backed up your files right? Try creating a new user account and running applications there. Install a few test programs and try to run them on the test account. You can always uninstall them and delete the account later.

Going back to the main user account fixes the problem for that account but then trying to go back to the new "test" account becomes impossible, as it simply does nothing when I try to access the other account

Man.... This sounds like a bad installation rather than a hard drive thing.. I don't want to recommend you to reinstall Windows just to end up wrong but I'm left at a brick wall.

I downloaded the same video editing software my father uses on my own PC running windows 10 beta to see if it is potentially a problem with the software although that seems unlikely

Unless its cracked ware that could potentially have a virus / malware, it is highly unlikely.

You can always create a different partition during installation so basically you can have 2 copies of Windows. That or you have an extra HDD lying around for testing.

I finally managed to install windows 8 and issue seems to have been fixed!
