Microsoft Mouse and Keyboard Center has stopped working?

Hello!
My father has a problem with his computer. The mouse and keyboard center stops working suddenly with no warning and then the mouse is still useable but the programs appear to not be there. When I click on them a message pops up saying the program has been uninstalled and will be removed.
After restarting the computer, everything works as before for a few minutes, between 5 minutes and a few hours.
The problem seems to happen more often when using a video rendering program but still happens regardless.
I thought at first it was drivers so I tried reinstalling the mouse drivers and it did not work.
He is using a Microsoft wireless mouse and we also tried with a corded gaming mouse from Anker and it did the same thing. I have now uninstalled the mouse and keyboard center completely from drivers and the computer itself but the problem still persists.
Any ideas?

It seems that now it is failing straight away and all my programs (even command prompt) say they have been uninstalled. Luckily I created a system recovery disk yesterday and will try running SFC /scannow from that

Huh..... You backed up your files right? Try creating a new user account and running applications there. Install a few test programs and try to run them on the test account. You can always uninstall them and delete the account later.

Going back to the main user account fixes the problem for that account but then trying to go back to the new "test" account becomes impossible, as it simply does nothing when I try to access the other account

Well I would do that but the problem is that it has been running fine for the past five years so it may just be time to get a new PC
