Running fans at full speed, tradeoffs

Hello all!

I just built myself a new PC with a mini-itx case.
Details:
CPU: Intel(R) Core(TM) i5-4690 CPU @ 3.50GHz
GPU: Geforce GTX 750

My CPU temps were idling about 46 degrees celcius and were getting about 55 - 60 degrees while gaming ( not the most intensive games should I say ). This means at full load it could get higher.

I went into the BIOS and set all fans to their highest possible speed. Its a bit noiser, but the CPU idles at about 38 - 43 degrees.

Ive have read up on some relavent information. Running fans at their full speed all the time will reduce their life and draw more power from the system. But running the CPU also at a high temperature will reduce its life also?

So should I leave the processor to run at higher temperatures or have my fans constantly running at full speed to keep the temps down?

Many Thanks,

Well there could be a few factors.

There are alot of cables blocking the airflow through the case as its an itx case.

The i5 came with a heatsink that had thermal grease already on it, it was rather hard, not like the stuff you usually get in a tube, should I reapply?
