Neither Android phone nor Windows laptop can see/connect to network

I am American, traveling and staying with a friend in Berlin for a bit and am needing internet to work while at her place. She shares the wireless signal with a neighbor. Her computer and phone and that of my other (American) friend's see and connect fine to the wireless network, while on my phone and on my laptop the appropriate network doesn't even appear! It is not a hidden SSID.
Things I have tried on both the phone and the laptop: manually entering SSID and password, clearing all saved networks, rescanning for networks, uninstalling/reinstalling network adapter.
My phone is Android the laptop is a Windows 8.1 machine, obviously unrelated in any way except not being Mac devices. My friends' German and American devices are Mac. I have never heard of the PC/Mac duality being an issue with wireless networking, though. Is it??

I should mention that both phone and laptop connect fine to any available networks apart from that at the apartment - cafes, hotspots, etc. - and that, unfortunately the router is not available to me.

What else am I to try?

Uhh I'm not sure I picked up the situation there. From what I've understood, you're American, staying at an American friend's place who lives in Berlin, is that correct?

If that's the case, since US and EU have different rules and follow different laws when it comes to radio transmissions, could it be that they're trying to communicate with different or unsupported protocols and/or frequency spectrums/channels? Your devices are most likely American, and thus compliant to US standards; her devices most likely aren't.

If, per say, your device communicated in a frequency range or in a channel the access point wouldn't accept, you wouldn't be able to see the access point entirely. By all means, I'm not saying this is the issue, as I'm not too knowledgeable in this specific field, but that's what I would think about.
