Is there any negative effects of running fans at full speed all the time?

Other than just being loud and maybe more power cunsumption. I have a total of 6 fans, two on cpu the rest are case fans. The mobo only has one fan header for a cpu fan, so I was going to use 4 pin molex adapters and connect rest to the power supply. So I was curious if I would need to invest in a fan speed controller or if running at full speed is fine. The noise doesn't bother me either so as long as there's no other problems I'm good.

And just another quick question, do fan filters obstruct airflow? And are they recommended?

It will decrease the amount of time in between cleaning your fan filters and in theory shorten the life of your fan's bearings. On the power side, no ill effects at all.

To answer the airflow question, it depends on the material. Denser, thicker material WILL affect airflow but by very little. It also depends on how much air the filters have access to.
To answer the negatives of running fans, it ties back in with dust/air filters. If you don't have proper airflow with proper filtration, your system will suck in a LOT of dust. Also, the life of the fans will decrease by a lot too. They will die a lot sooner than if you run them at a lower speed.
 
I can hear my fans as they increase speed. If I'm playing a game or something, then it's no big deal. If it starts to speed up unexpectedly, then I know to start looking for issues(maybe it just needs cleaning). If my fans are running full blast, I may not realize the system is overheating until it shuts down or worse.

Yes, dust of course. I filter all my intake fans and it does impede airflow somewhat but plenty of air still gets through. If you want to eliminate filters blocking airflow as much as possible then buy static pressure fans but i use air flow optimized fans and they still get the job done.
