Windowed Mode causes mouse lag ingame

Is it just me or does running Windowed Mode / Border less Mode cause mouse lag? In CoD4, when I stream, I have to play in Windowed Mode so it can show up on stream. But I get a 1 second delay that throws my aim off massively. Not only that, but only in Windowed Mode, my sensitivity is MUCH lower. Am I missing something? Halp pls

Windowed mode requires much more processing power (both CPU & GPU). In full screen mode, your computer is focused on one application with everything being "background" processes. In windowed mode, your game is not the "priority" (for lack of better term), so it may be too hard on your rig to run the game properly.

Yeah, that explains the drop from 250 fps to 168. But what about the mouse? Does it use Windows mouse settings or something? I wouldn't mind losing some fps but this mouse delay is preposterous!
