RAM Support with motherboards

Lately I've been trying to decide on the motherboard for my build. Looking at the specs on most of them, they'll say they support up to 1600, then up to 3300 overclocked? Does this mean it wouldn't support a non-overclocked 2133 (if it says it supports one overclocked)? I'm pretty new to this, so any help is greatly appreciated.

Intel's memory controllers only natively supports 1600 MHz memory. In order to reach higher frequency's you need to OC the memory controller and not the Ram itself. This is where the OC comes in for the compatibility labeling. 2133 MHz ram will work but if you want to reach that speed, and not just run the stock setting 1600MHz, you will need to OC the memory controller.
