Desktop - No Post, Video, Beep Codes, Controllable Power

This build is from ~2003.
Motherboard: ASUS K8N-E DELUXE
Processor: AMD Athlon 3400+
RAM: Kingston 512mb
HDD: Western Digital
Power Supply: Thermaltake 430W
Video Card: NVIDIA 6800

It gets used a moderate amount Mostly just web browsing (became a family PC really). No kids.

Pre-text:
Powered on as normal, browse -safe- sites (HSN, JCPenney, etc).
Powered off as normal (shut down).
Went to power on 12-18 hours later, powered on via case power button, wouldn't POST, no video, wouldn't turn off.

The Issue:
Motherboard powers on by just connecting a PSU with power (no ram, cpu, video card, etc). Cannot be turned off.

I've tried the motherboard in the case, out of the case - with multiple power supplies. All power supplies tested to be good. Neither motherboard has popped capacitors or burn marks, at least not visible under hard light.

I originally bought a new power supply figuring that was the issue. No change after swapping units, which led me to get aggravated and buy a motherboard. New motherboard did the same thing with all 3 power supplies.

I've tested everything I can think of, reset the bios on both motherboards, tested psus, reseated EVERYTHING multiple times, re-greased CPU, etc.. I've also tested in different outlets around the house, no change.

Literally has blown my mind, all of my buddies are puzzled as well.

My questions:
What conditions need to be met for a power supply and a motherboard to complete a circuit (allow the power supply to turn on)?
I know BIOS is one method, and shorting the PSU independently - no effect on motherboard though. I'm curious how it is turning itself on.

Any idea what is going on / hear of anything of the sort?

Any help is appreciated - please don't paste breadboarding tips, I've already done it.. considering it's still powering on with 2 components.

Not to be aggressive, but did you read my post? The motherboard AUTOMATICALLY starts as soon as it gets power (as soon as I plug in a live power supply). No power on button or anything, as soon as it gets power it runs everything (all fans, video card fan included).

I'm trying to figure out what could be causing the boards (both do it) to automatically run power to everything.

My thought is it's a short in either the 20pin connector or the case wire pins.
 
I'm having problems with long texts... My memory...
It could be like this... Faulty power supply damaged motherboard, then faulty motherboard damaged 2 power supplies. then... but it's just a scenario. Try RMA-ing both motherboard and power supply and test again when getting the new components, without using any old one.

Many motherboards have a feature to automatically restart once power is lost and then regained, these features are embedded into bios. There are also other things like having the computer turn on with network activity. Maybe check that manually. Maybe update the bios?

Not to be rude, but maybe your computer is possessed by a ghost or something?
