Can't access any USB device before or after system restore

Hi guys, I have had my computer for about 2 years with no problems. I recently installed some new anti virus (ESET) and while I'm not sure that's what caused it, this issue happened right after.
My issue -
Any time I plug in a usb (external HDD, thumb drive ect) it will show the drive after a few minutes in my computer but the path bar will load indefintely - like its trying to read the drive. I can't access anything on the drive. All drives will let me eject them. All drives show up in device manager.
Here is what I have tried -
1. installing new USB 3.0 drivers
2. going into disk management (this will show blank and then freeze if the HDD is connected - without it it will show my main HDD immediately)
3. Uninstalling, scan for hardware changes, checking drivers ect in device manager.
4. I got one drive to let me into the options to format but it would not let me even do that - i get a message saying "windows was unable to complete the format". I have tried multiple settings to format.
5. I set ESET to not scan drives when plugged in as well
6. I did a full system restore and installed the new usb drivers but still nothing.

EDIT - I managed to get a little more information.. I opened devices and printers and it shows my EHHD. It says its working properly even tho it is still not showing up in my computer. I clicked trouble shoot and tried to apply the "enable device" windows fix but it says unable to fix device.. In "view additional info" it says there is a problem with the PnP devices..
