Questions about FPS, GPU's, and monitors

Short answer: no.
Long answer: It will determine whether or not the game might dip below 60 dos ever. For example, I get well over 200fps on CS:GO and my screen only shows 60hz so I am only seeing 60fps, but since it is so high I don't have to worry about it ever dropping below 60 and me seeing anything lower. But, in more intensive games like GTA V, you are going to want your fps to stay above 60 fps or you'll start seeing it. So getting it to stay at 80-100 fps is great because even during intensive scenes that really tax the gpu, it will drop but not much lower than 60. Of course, this all only applies for a 60hz monitor.
well, simple answer would be no, as far as i know.
but, it is nice to have since for sure that if you can hit 60 now, the next games coming will probably change that.
and having a consistent >60fps will ensure that you will have a better (consistent) gaming experience.
i have a 120hz, and i usually lower the settings to be able to hit around 100fps, i dont mind losing a few eye candies

Think of it this way..... a monitor doing 60 hz is basically doing about 60 fps. video card going slower then that, the monitor is STILL 60 fps, it's now just copying (or re-showing ) a frame or more.
So a 120 hz (about 120 fps) on a video card only pushing 60 fps, it will look identical to a 60 hz monitor, since half the frames are just copies of the other half.

--60Hz = 60fps maximum viewable, all the extra will be overkill.

For this reason enabling vertical sync in most games is far better for the appearance of the game, assuming you're gaming @60Hz. VSync eliminates the screen tearing that happens despite whatever high fps achieved.

Resolution is not a variable to your question.
