Graphics card Black screen sometimes after bios, sometimes at desktop, sometimes pixelation.

Hi all, I just upgraded my graphics card with a used one my brother had for one year.

It's a AMD Radeon R9 280X, I bought it from my brother for 100 bucks and because I live in Alaska paid 30 for him to ship it up here. He said if it's broken, he'll refund me, but I would feel bad making him pay for shipping back since he was so nice as to offer it to me for less than he could get elsewhere.

So i'm out 30$ ish if it doesn't work out.

That being said, when I installed it, I removed the old card, and plugged the new one in.

I booted it up and got a black screen, no activity.
Turns out i didn't connect the power to it, because I didn't know I needed to.

Plugged it up proper, and I got the gigabyte boot logo, then nothing.

Tried going into safe mode/ bios a couple of times with manual reboots, and I got pixelation once, a blue screen another time, then It actually got the please wait windows loading screen, then froze.

Then it was back to black screens. After that I moved it down a slot on my board.

The first boot it went all the way to desktop for the first time, resolution was awful but it was working.

After 30 seconds it went black again.

Subsequent reboots didn't work.

Pulled it out and put the old card in, and i noticed this.

My brother said he did'nt spill anything on it, and I believe him as I know him to be very meticulous in taking care of his electronics. Of course this could become very awkward between us if this seems to be some kind of damage and neither one of us knows how it could have happened.

So Questions: Any thoughts on fixing the issue? Could the issue be resultant of some kind of damage to the card like the smudges in that video? If so, is there a way to fix it without putting myself at risk of either losing my money or upsetting my brother by giving him the impression I damaged the card and asked for the money back?

I really want this to work as it is a pretty solid upgrade and I got it for cheap-ish comparatively speaking.
