Is this a decent, close to $400 as it can be, build. If an area needs improvement tell me. I am willing to go $440 MAX.

There are some issues with your build
The hard drive is not for a desk top pc and the arctic silver is a waste of money since the cpu cooler has TIM pre-applied . The psu is not suitable for a modern processor either .
