fps drops in all games, normal temperature

I have an asus gtx 760 directcu ii oc gpu and once it reaches the temperature of 65 celcius the usage drops down making the fps to drop. This didn't happen before the latest nvidia driver for gta v was released. Also it didn't happen before I changed my cpu cooler from stock to cooler master evo. Overall the temperatures are much lower than they used to be but I still have some sort of "gpu throttling".
I have 550 watt psu and fx 8350 if you're interested. What could be the problem? The drivers maybe?

download msi afterburner, and make sure the temperature limit is set above 80C(i keep mine at 90) and the power limit is set to 100% with the priority arrow pointing towards the power limit.

Also, whenever my 760 throttles itself, I have to restart my computer before it runs normally again.

Thanks for your help Noah! It seems like your solution delays the problem a lot! It still happens but it seems like the gpu usage now drops down to 50% Before it dropped somewhere around 30% After a few drops the usage drops started to go around 10-5 % :( The temperature is still the same around 65 and not going over according to the msi afterburner.
