8GB Dual channel memory installed but windows only shows 4gb and single channel in CPU-Z

My system is:

AMD Athlon II X4 620
2 x 4 gb kingston ddr3 1333 ram low profile
R7 250X Vapor-X
ASUS M5A78L-M LE

The tittle says it all, Task Manager is showing 4gb and windows 8 but ( 4 is usable ) , all programs are showing 8gb but in single channel and when I go to the SPD tab in CPU Z I can see Slot 1 and 2 in the drop box, both of the modules are working fine when they both are plugged in but when I put one module in the right slot all the fans are spinning and there is no picture on the screen, I tried the msconfig method but no effects. Also I took a picture of the back of my motherboard and I saw this: http://prntscr.com/7596zv

Anyone please help?
 


Hi - Dbl check your mobo manual, very often dual channel sticks need to be in slots 1 & 3, not 1 & 2.

 
If the solder is not touching another pins solder that is nothing to worry about in regards to the back of you rmotherboard.

On the memory tab in cpuid is it showing 8gb of memory?

You said 4gb available, what is the total, cached, available and free amounts in task manager on the performance tab.
