GPU overheating (possible PSU problem)

I'm having trouble with my graphics card overheating. I already broke one of them and had to have it sent back, and EVGA sent me a refurbished one back. Now the graphics card EVGA sent me back is also having overheating issues. I'm starting to believe that it may be the power supply causing the issue, or I'm really unlucky. All of my other hardware is pretty cool even during load, it's just the GPU that has a problem.

The graphics card: 560 ti

Under load the gpu fan spins at max speed and still hits about 90 C before finally the drivers crash and I have to restart my computer. It even idles fairly hot, at 64 C. I really can't figure out what is wrong, and I would really appreciate a solution!

Calculate your reccomended PSU wattage. If your PSU wattage is too high, get a new one. If it is not the PSU's problem, maybe get a different graphics card with better cooling capability or add thermal paste to your graphics card.

No, I don't think it is. Some other options may be getting a different brand of the graphics card with a better cooling capability, checking if all your parts are up to date and are compatible, or get/build a new computer (Which is the last resort).

I'm looking for a solution as to whether or not I buy a graphics card or a power supply. The solutions you have given me are an indirect approach to solving the problem. If I buy a new graphics card I will still have overheating problems if its because of the power supply. If I buy a new power supply I will still have an overheating graphics card.
