What causes GTA V to run fine sometimes but then look horrible the next?

It seems GTA V can sometimes run smoothly from the start and then the next day runs horrible from the start of the game. PC or other settings have not changed. Are graphics cards known to do that if they are faulty? Is it the GTX 970? My CPU? TV?

i5 3450
8gb ram
xps 8500
500gb ssd
600 watt psu
win7
47" lcd tv 60hz
 
Maybe ambient temp change ?
Check temps on CPU, clean CPU cooler.
If your CPU is going 85C+ for sure this is overheating problem.

To solve overheat you can buy new cooler EVO 212

From other side check CPU usage if you hitting 95-100% you need lower some settings in game.

Onscreen afterburner shows the 4 cpu's temps mid 60s at the highest. CPU usage is mid 70s at highest. Task manager CPU usage had always shown high 80s and 90s, seems to have went down for some reason. I will re-compare the task manager and afterburner CPU usage again, to make sure.
