Invalid IP configuration - Please Help! -

I am have a somewhat dumbfounding issue regarding connectivity-

I recently built a custom gaming pc but have not been able to connect to the internet. Here are my parts for what it's worth:

-Windows 8.1 Pro
-Msi gaming 970 mother board.
-Radeon R9 290
-G Skill Sniper 8g X 2
-PNY SSD 240g

I currently have Att-Uverse and have 4 devices connected to my modem. 2 via ethernet and 2 via wifi. I am using a power line wall socket network adapter to run Internet through the wall to my room. Other devices have used the very same power line network to connect just fine, however my pc cannot. The only time my pc has connected to the Internet was when plugged directly into the modem. Whenever I attempt to connect via powerline ethernet or wifi, it says limited connectivity and that I have an invalid IP configuration.

DID ALL THIS:
-Unplugged modem
-Modem factory reset
-Turned off all devices and turned all back on 5 mins apart.
-Restarted PC.
-Reattached wifi pci card
-tried different ether net cable
-Tried different wall socket
-ipconfig release + renew
-dhcp setting changes (assisted by tech support)
-disabled/enabled hardware
-updated divers
-etc

I am at my wits end.
Any suggestions?

Most (all) PowerLine adapters have LEDs and utility software to monitor whether they have formed a network.
You should check another known-to-work wire PC connected to the powerline adapter instead of your PC (in the same outlet)

I will try to hook up another pc to the powerline network. I previously hooked up an X box to the power line adapter in the same room without issue.

What is "not an issue" - does that other PC works or not, that is - is the problem in your PowerLine network, or in connection between the PowerLine adapter and your (non-working-with-that-adapter) PC?

I believe the problem lies between my custom pc and the router, another pc connected to the power line adapter without issue. Do you think it could be a hardware compatibility issue?

Here is my IP information. The top portion is with a static IP settings, the lower with automatic IPv4 settings. As you can see my DHCP is not enabled either time.

The powerline adapter seems to work fine with all other devices.

Get rid of this BS "Killer" stuff. The only thing it kills is your network (as you can see). Everything else is just a hype.

You can try playing with adapter' settings - speed (try 100mbps instead of 1gbps), half/full duplex.
