USB device over current status detected....will shut down in 15 seconds ...

My PC tower built in 2005 has finally had issues 10years on.

The "USB device over current status detected will shut down in 15 seconds ..." on boot.
And... Shuts down and stuck there. Cannot go into bios.

* I have come across this repairing other pc's and found that removing the front panel usb/audio connectors has been a successful temporary fix (other than replacing motherboard)
But this has failed in my/this case.

* I disassembled and reassembled everything to make sure all connections were snug at first (no change,) then removed front panel connectors (both usb & audio,) also removed both dvd drives and played with ram sticks to no avail. Also switched to ps2 kb/mouse.

Other note;
At first it failed to boot most times and when it did, mouse/keyboard stopped working (wireless ps2/usb combo connectors) and a usb mouse would also not power up longer than 2secs.
Using a psu tester, found the Antec NEO HE430 had come to its end, so replaced it with an XFX XTR 650w Gold and it finally boots every time.
(Tier 1 PSU/higher wattage bought for future full upgrade)

Full spec is;

Have a windows 95 and windows 98 tower still alive and running well in the attic and with dust from that era packed in lol,
Why do newer builds have shorter life i wonder (knowing being a part time pc builder/repairer).... maybe the amount of stress we now put on hardware compared to general office tasks we used pc's for in the 1990's

I am already building a replacement tower, using the new PSU bought to replace the old but would be great to find a fix and keep it running as the purely office use it's currently used for and runs/ran perfectly fine for
