Windows 7 Hangs on Shutdown

I just finished building this computer, installing drivers, and updates. I have very few programs installed. My user files are installed on HD2 while my OS and important programs are installed on HD1. The issue does not happen when I shutdown & install updates OR restart the computer. The issue ONLY happens on shutdown.

OS: Windows 7 Professional 64bit
Raid or Fusion Setup: No

Type MSCONFIG in the start search bar and click it. Select "Diagnostic startup" and restart. then shut down. Time it, and see if the time is shorter. If it is drastically faster, there is perhaps a program or driver having difficulty shutting down with the computer. If you see no difference, try the same idea in safe mode. If it is drastically shorter, there is some program or driver having difficulty.
