How do I disable SpeedStep in Windows 8.1?

Following my thread from about 2 ours ago, after a few more Google searches, I realized that the different frequencies displayed in the properties are due to SpeedStep.

I figured I'd try to disable it and check again, but the question is, though, how to disable it? I can't find anything here at Power Options, seeing how this is WIN 8.1, and I already have it set to High Performance.

It was on the first page, I simply upped CPU clock from 34 to 40 and applied.
Sadly though, the FPS remains the same.. so I guess it isn't that either.

What kind of FPS issues are you having, in what games and what are the rest of your specs?

Not really an FPS issue, but it troubles me.
