Does changing the size of the desktop and all of the elements in Windows 8.1 Pro update 1 affects games?

Hello, so I have a 32" LCD Samsung Full HD TV that I use as a PC monitor for games, but I also work on it and I have the TV at least 2 meters away from me, so it is very difficult to read everything like Office applications, browsers, windows texts, the explorer, etc. So I know you can fix it by going to "display" and change a setting from small (100%) to medium (125%) or large (150%) and sign out and sign in to windows to apply the changes. My question is If doing that can affect the size of my games like making something bigger so it won't fit my screen playing in "fullscreen mode"? I heard some games don't have the "exclusive fullscreen" feature and the fullscreen options is just a "borderless windowed", do those games are affected by this windows setting? So I want to know if I play a game at 1080 x 1920 resolution in fullscreen or borderless windowed it will be displayed exactly the same if I have that setting on small (100%) or medium (125%) or large (150%)?

I have seen some programs not get along with DPI scaling(older software most times.).

The compatibility tab in any program or game can be adjusted to disable dpi scaling(Right click the .exe select properties. goto the Compatibility tab and check Disable display scaling on high dpi settings.).

When you play a game you will see pretty quick if it does not like DPI scaling.
