Have you installed the game on a HDD or SSD? The reason for the lag could simply be that the storage device is struggling with loading the textures fast enough, thus causing the framedrops you are seeing.
I have it saved to my HDD right now, but I could transfer it onto my SSD, although I would prefer to avoid that if possible. I use the SSD for my operating system and a few programs only, since it is only a 240GB

Installing gta 5 on the ssd could have huge impact on the performance because it be able to load the textures much faster, and make the game run more smoothly.
Did not work. Still the same performance issues. Also I have just noticed that after installing a second graphics card, the game is using 2x the amount of VRAM it was using before with the same settings.
Whilst normally I hate updating drivers needlessly, and using beta drivers, I discovered AMD did have a beta driver "optimized" for GTA 5. Installed it and the lag/stuttering seems to have disappeared on low setting. Will try high settings later.
