New PC is turning on and off every 5-10 seconds, but wont boot to bios

Hey there
I am building a PC, and I have a gigabyte GA-z97-HD3 Motherboard, and when I turn it on, the fans start to run, it turns on, and then turns off, it does this a few times, so I shut off the power supply. I am not sure why it wont boot to bios, or show anything on the screen. Let me know what to do.

That is right below the CPU cooler. The Hyper 212 Evo. Do I need to take that off?

No. Do you see a 4 or 8 pin connector on the motherboard near the CPU?

Yeah, I see something that is labeled ATX_12V_2X4 and it is an 8 pin.

Connect the 8 pin power connector to that socket. It should have something like CPU on it. It will only go in one way.

I know right. But I bet it went just fine. People simply not grateful, yet asking and asking and asking when trouble comes.
