New PSU, PC boots, Gigabyte Uefi Dual Bios blue screen comes up, no bios text, then restar

Hello, I've been without my PC for almost three months because the Power supply went dead. I've gotten a new one at last, but when I plug everything and boot up the computer, it fails me yet again.
The PC turns on, takes a couple seconds for the screen to get any signal, then this comes up:

(pic wasn't taken by me, found it on google images. It's exactly what I get)
So I'm guessing here that the BIOS is trying to load, but it fails to do so, and therefore restarts the PC.
I cannot access windows, and obviously cannot acces BIOS either.
I've tried clearing the CMOS by removing the battery, changed the Sata cables, tried one ram in different plug ins, tried on a different screen (one through HDMI, other through DVI).

My Specs are:
GIGABYTE GA-970A-UD3P Motherboard
AMD FX-6350 Vishera 6-Core 3.9GHz Socket
GTX 760 1gb EVGA GPU
Sentey 750w 80 Bronze
G.SKILL Ripjaws X Series 8GB (2 x 4GB)

I hope you can help me with this problem.
