cant open programs on my computer

hello, so basically I was on my computer the other day on a game on steam when it told me I need to update my graphics driver, I ignored this but over a few days I started to see what it meant, so I went on the AMD website (by the way I have a AMD Radeon HD 6600 Series) and it told me the driver I should install, I did this and then tried to get back onto a game, I then realized that the screen resolution had changed to be too big for my screen, I didn't know how to change this as it was the same for all games so I decided to un-install steam and re-install it, I did this and tried to launch it, it popped up saying updating steam as usual and then the loading icon next to the mouse cursor appears but then nothing, nothing happens so I try again and again but still nothing, I close down my computer and turn it back on and the same problem occurs, so I try to open minecraft, the same problem, loading mouse cursor and nothing, so I try to open Skype, same again, I open internet explorer fine, I open paint fine, in fact I can open basically anything that came with windows (windows professional 64 bit) but I cant open anything I downloaded, what are your guys opinions on this? any suggestions help. thanks

The problem seems to be confined to your Radeon card. It seems that low-impact programs use the on-board graphics card, while high-impact programs like Skype and video games need a dedicated card.

I would suggest you:
a) Uninstall Steam and reboot.
b) Re-download the Radeon driver and install it. And reboot.
c) Go to Display settings and make the relevant adjustments to your system resolution.
d) Re-install Steam. And reboot.

Actually, I don't think Steam has anything to do with this problem, but you might as well get it out the way while you're doing all this.
