My Hard Drive Isn't Working

I just installed windows 8.1 on my freshly built PC and I go to connect the hard drive and it wont show it up on the devices and drives menu next to my ssd that shows up just fine.

I Tested it with the recommended software and it showed up but I couldn't access it

Does anyone know how to help me? thanks.

is it a new hard drive?

go to disk management and initialise it and format it and assign a drive letter to it

I couldn't find it on disk management.

did you scroll down? or maximise it so you could see drives underneath drive 0?

It only shows my ssd and cd reader.

P.S im new to windows if you couldn't notice.

it should show as a unallocated space
