hello, i recently bought a amd build with fx9590 and asrock 990fx extreme 9 mobo
my issue is.. when i go with 2400mgz ram speed my system is unstable and i get to many errors as soon as the windows 8.1 starts ..evrything below 2400 speed is stable..i run 4x8gb (2 dimms per slot dual channel).. the fun is when i go with only 2x8gb(1 dimm per slot dual channell 2400@speed) everything is stable ...

NB or CPU/NB? If CPU/NB then will prob need an OC of the CPU to run them at 2400, else can try at 2133 1.65 11-12-12-33 or 1866 10-11-11-30 (1.65)

any good settings/sugetions for oc? becose hard to oc with this cpu/mobo

I would say try tighter timing and lower the RAM frequency. I have a pair or 4 GB Gskill 1600 MHz memory modules and I find that running them at 1333 MHz with tighter timing gives slightly better performance. Mose applications and games do not benefit that much from higher frequencies anyway, and 2133 is still pretty high for DDR3.

if i go 11 12 12 33 is a good timing ?

You can download and install CPU-z..If you navigate to the SPD tab, you will find a timing table with timing modes for the memory modules for each "standard" frequency, for example under 2133 MHz you may find the timing you have mentioned 11 12 12 33. You can either use this timing to try a tighter one with lower values for latencies. If you choose to do the later though it will be trial and error until you can achieve stable timing for your RAM.
