I'm not planning on overclocking any time soon but i might in the future. Should I just wait and buy one when i overclock?

so it should be fine if i plan to overclock sometime in the future perhaps?
 
You'll need to buy a better cooler to overclock it, but the stock cooler is fine at 3.5 GHz. Just don't run Prime95 28.8 for several hours as it will most likely get to 100°C and throttle.

The stock cooker, when installed properly in a decently ventilated case, is more than adequate for stock clocks and voltage at liveable temperatures. My i5-3470 only reaches 75C when my room temperature hits 40C in my Antec 300-2 case with the two front intakes on medium speed and the rear exhaust on low speed. Unused fan locations (top and sides) are taped shut.
 
An i5-3470 is much easier to cool than an i5-4670K and it can't get as hot running Prime95 28.5 Small FFTs since it lacks the new instructions that can make the CPU run really hot. Your i5-3470 most likely gets hotter than 70°C running Prime95 Small FFTs for at least 15 minutes. My room temperature is 23°C and my i7-3770 with the stock cooler gets warmer than that (84°C according to Intel XTU).

People do not normally buy CPUs to run Prime95 and my 75C was with the CPU at ~80% load 24/7 running a broad assortment of stuff.
