3.25GB usable out of 4GB RAM ; Window 7 Ultimate 64-bit

I have installed 2x2GB DDR3 1333Mhz RAM and my motherboard support upto 8GB RAM but in the properties of "My Computer" it show only 3.25GB usable.
I tried msconfig and changed processor number to 4 (as I have Q6600 Quad Core) and the Maximum Memoty was already unticked. Booted PC but it remained the same..... What to Do?

i have the same problem. i have the ASUS p5q3 mobo with kingstone 2x2gb ddr3 1333 rams and its says i have 4 but using only 3.25gb...(win 7 ultimate 64bit and my mobo doesnt have onboard graphics. i have sapphire hd4870 1gb )
I bought new ddr's to have more ram but my pc couldnt start up. I have 4 slots for ram and my mobo supports 16gb's of ram... I bought different rams to try out but with new rams in any slot my pc wouldnt start. Well it starts up with only black screen and thats it. My pc only starts up with my old rams which is lol.... I updated the bios and tryed different things and it didnt work :(. 2 different IT smart guys says they saw this kind of a problem first time in there lifes... When i get in bios its says i have and i am using 4 gb's of ram(and yes ram rempping is enabled). When i disable it after restart it says i have only 3.25 gb of ram in bios...
