Watch Dogs unplayable FPS with R9 290X low graphics settings 1080p????

Just built a new PC and everything (Far Cry 3, Dirt 3, Just Cause 2, Bioshock etc) plays perfectly at maxed out settings and 4x anti-aliasing, except Watch Dogs -- I put it down to lowest possible settings, no anti-aliasing and still experienced unplayable FPS? My brother's 7970 card handles it fine on high settings, why doesn't my R9 290x??
Edit: this is all on a 1080p monitor

Any help would be appreciated!

And follow instruction :
Use the official uninstaller(s) of the driver(s) you want to uninstall.
Reboot your PC in Safe Mode.
Run Driver Sweeper and select what to clean.
Analyse lists all the entries possible to remove, cleaning removes the entries selected.

I have a GTX 970 and I noticed Watch Dogs plays like shit at high settings and looks horrible at low. My GTX 660 I never noticed or had this issue even GTA 5 on the 660 seemed to be more fluid. What the hell is going on?
