NEED HELP. New PC keeps turning on and off

Need help with building my new PC

My case is the Phanteks Enthoo Pro and were i take the top top chassis off i see three LED lights and the small black power button in-between them.

Two of the lights are power LEDs + and - and the other one is a hdd LED
When i turn the PC on all 3 LEDs turn on but the hdd LED goes out after about three seconds while the two power LEDs stay on.

The PC remains on for about 10 seconds before restarting and then turning on again by itself whist all three LEDs turn back on and the hhd goes out again and just keeps doing it.

All the fans work including the graphics card, PSU and CPU cooler and fans . The optical drive and motherboard lights work too so i assume nothing as been damaged by static electricity (yes, I used an anti static strap). It cant even boot to the bios screen because the monitor cant recognize the DVI I

Can someone please help

i7 4970k, Nepton 240m, Gigabyte Z97X Gaming 5, G.skill Ripjaws X Series 8GB (2x4) DDR3-1600, Samsung 850 250G SSD, Wd 1TB 7200RPM HDD, MSI GTX 980, Phanteks Enthoo Pro, EVGA Super NOVA 850W, Asus BC-12D2HT Blu-ray Combo Drive, Windows 8.1, AsusVQ248QE,

Thanks for your reply

It turns out i used too much thermal paste and was leaking over the sides and under the cpu. I thoroughly cleaned it with alcohol wipes and it works fine now.
