very bad performance on high end PC

hello.
so i recently built a new custom pc with these specs
main : gigabyte h97 gaming 3
cpu : core i7 4790 3.6 ghz
ram : 16gb corsair ddr 3
vga : geforce gtx 970 4gb oc
psu : cooler master 650w gx
hdd : samsung 320 gb

the thing is , i didnt get a new hdd and just switched my old main and connected the hdd. it just booted because i got win 8.1 64 bit and i started using my pc but i realise its kind of slow specially in games. i'm getting 30 fps on wolfenstein 1920 x 1080 high setting no AA
40-45 fps on far cry 4 1920 x 1080 Nvidia setting 2x AA.
do i need to install a fresh copy of windows to fix this ? are these numbers normal ?

Hi there faramarz123,

So you are using your old OS HDD(which was installed on different hardware), on your new build?
I guess this could explain the performance issues you are facing. You need to perform a clean install.
Another thing you can do is to test your HDD with a brand specific tool(or a third party one). The results will show its overall health status. In case there is something wrong with it, I would advise you not to keep important data stored on it.

buying new hdd is not a bad choice buy 500GB 5.4K RPM is cheap and do the work if you use windows index perfomance you will get lower rate of hdd 5.9 is brand new rate if lower than that then %100 your hdd aged
