While installing windows 8 i'm getting error: windows could not set the offline locale information. error code : 0x80000001

I had windows 8.1 pro already but decided to make new clean installation.
I downloaded the iso from here: Creating installation media for Windows 8.1 - Windows Help
I clicked on Creating media downloaded the iso file to my hard disk and burned it to a dvd.
Then in my pc booted from the dvd in the windows setup i deleted the C: partition and created it again so i don't have any windows to restore back my mistake.
Then i continued entered my windows serial number then it collected files...On the third step it throw this error:
windows could not set the offline locale information. error code : 0x80000001
I don't have a clue what is the proeblem.
I googled some say hard disk failure some say language setup is wrong so i tried to selected uk for time...and keyboard then uk and hebrew since im in Israel.
Then i tried us . In all cases it didn't help same error.
Any ideas what is the problem ? And how to solve it ?
I'm now on my laptop i can download and burn the windows again but how do i know if the problem will not come again ?


I checked now the bios time and date and they are correct it's the local time and date in my place Israel.

I remember before i did install windows again some times and i didn't have this error.
This is the first time.

The error is coming up after in the installation it's copying files needed...then it's getting to install features and there it's thinking 4-5 seconds then throw the error.


This is my hardware spec in general:

I have video card gtx 770 2gb
Cpu: Intel(R) Core(TM) i7 CPU 920 @ 2.67GHz
Motherboard: Gigabye: EX58-UD3R
And memory i have 3*2: 6gb ram


The reson i wanted to install new windows is that my computer was sometimes very slow and i heard the harddisk thinking lot each time not a strange noise but thinking a lot of time.
 
Solution
Things to try:

1) run MEMTEST www.memtest.org (test the DDR3 memory sticks)

2) Test hard drives: www.ultimatebootcd.com (I haven't used this solution)

3) Install Windows 10 Preview:
If a clean install of this has the same issues as Windows 8 then you probably have a bad hard drive.

*I suggest upgrading to Windows 10 later anyway. It's a free upgrade so you should be able to apply the W8.1 serial number to activate though I don't yet know the exact process for this. Once the official copy is released before end of summer we should know how that would work. Possibly it's done as part of the Activation procedure?

4) Ubuntu:
You can try creating an Ubuntu DVD on another computer and boot to that. If you do this make sure to UNHOOK both...

This Ubuntu method then runs directly from DVD (slightly slow). If it's working it can help troubleshoot since you've (possibly) proved that everything except the hard drive is working.

The error you are seeing is a media error. Your DVD was not properly burned or the image was corrupted.
When installing Windows 8.1 I recommend using USB as a media source since it's more reliable. Try again using a USB stick as media installation source.
Also there is a possibility that your DVD drive won't boot in protected mode and therefore not allow Windows to be installed.

Crashmaster i tried now again downloaded iso burned as image on my laptop but getting on my computer same error.
I also downloaded the windows for the usb disk on key sandisk cruzer slice 32gb but when starting my pc to boot from the usb it didnt detect it. I tried fdd and hdd usb in the bios but it didnt detect it. What should i do and how to make it detect the usb disk on key ? Maybe its not bootable ?

There is a Windows to USB abb available on official Microsoft websites. Try that in order to make an USB.
Make sure DVD boot is in UEFI mode.
