Best type of fan for heat sink?

I just bought the Thermalright True Spirit 120m bw rev.a and I'm wanting to replace the stock fan with a better White LED fan. My question is what type of fan would be better a non PMW or a PMW? I know a PMW will be more noisier but have better cooling so kinda stuck on what to get any thoughts?

Your right not all PWM fans are loud just most I've come across with a high CFM seem to have a high dBA I guess I should have just said which would be better as a heatsink fan a non PWM or a PWM? I'm trying to find a white LED replacement fan that will keep a 4690k or a 4790k cool with out sounding like a jet engine

I'm looking at the Enermax UCCLA12P 86.7 CFM 120mm Fan settings at least as a fan for my heatsink, it's a PWM that has 3 settings. On top of that it's white so it will match my white case and has white LED. While it only has 4 eggs out of 5 reviews I've read that Enermax makes decent fans for the price.
