Question about CPU bottleneck and GPU usage

I'm not sure I fully understand your question. I'm guessing you mean that you are playing a game, your have something like MSI afterburner running and you are seeing GPU usage 90% but the game is still slow?

If you let me know the specs of your machine I might be able to advise you better. But I would say that this reading alone doesn't really tell you what the problem is. It could be a number of factors!

GPU is a Gigabyte GTX 970 G1 Gaming and a FX 8350 at 4.2 GHZ is the processor

My problem is primarily regarding GTA 5.My GPU usage when driving around in the city is around 60-70% rarely crossing 80%

But when I enter the vegetation parts of San Andreas my GPU usage increases to 90% and above so what I want to know is that even in those areas does the CPU still bottleneck GPU?

with GTX 970 G1 Gaming and a FX 8350 of yours, I dont see any bottleneck on those, not even slight. Fx 8350's cores are inferior to the intel's, If you want a better performance, I5 4690k will be a good option. Any way, there's definitely no bottleneck.

I strongly advise you to stop looking at your GPU usage and just play the game. Unless you are experiencing noticeable FPS slowdown that is affecting your enjoyment of the game does it really matter?!
 
I agree with Poprin, but technically, you are likely experience some bottlenecking in town, and it mostly goes away when leaving it by your examples. But something is always going to be bottlenecking performance, usually the CPU or GPU. Just because it is the CPU does not make it bad, unless your performance is lower than you need to enjoy the game.
