Overall really bad picture quality on my computer.

The title pretty much tells you what my problem is but to explain it is quite hard. Anyway, here's an example, when i play games it looks like there's no AA at all no matter what setting i use because there's jaggies and stuttering everywhere and when playing games like Assassin's Creed: Rogue the white color of the snow looks way too bright almost as if it was the snow itself that was glowing and not the sunlight glowing on the snow. There's also this bright fog looking thing in certain games that really bothers me. Another example is when i watch videos like this one or this one that shows Machu Picchu the video looks very blurry and just plain bad when i watch it in 1080p on my 1920x1080 monitor. I know that something is wrong because i remember playing games and watching that video on my previous 1600x900 monitor and it looked beautiful, all this happened one day whilst playing NBA 2K15 and i thought that something was odd with the picture quality so i resetted my old monitor settings and then i figured it was just my monitor which was kinda messed up but when i ordered a new 1920x1080 monitor the problem persisted. I've tried reinstalling Windows 8.1 three times as of now and i still got this problem.

The hardware that i currently use are:
Intel Core i5 4690K
16GB DDR3
GeForce GTX 760
Monitors: Acer K242HL 1920x1080 connected with a DVI/HDMI cable (The HDMI part of the cable is plugged into the GPU and the DVI part is plugged into the monitor), LG Flatron W2040 1600x900 connected via a VGA cable with a DVI adapter plugged into my GPU.

Edit 1: I forgot mentioning that i got the problem on my second monitor as well.

Are you sure your resolution is properly set? I get the feeling it's a setting in the monitor or something else.

But if it's still on new monitors, are you sure it's not the card?

Try re installing drivers.

Try it without the GPU (if you can).

Try the card in another PC.

Go into Nvidia control Panel and poke around for settings that may be wrong.

Unfortunately i can't try my GPU in another PC but i've tried everything you said and i just can't find out what's the problem. I thinking about installing Windows 7 Ultimate on my other HDD to see if that would help for some reason, i'll post if installing Windows 7 instead of 8 works for me.

I can't do that since i'm using a cable like this except mines DVI-D.

So i've installed Windows 7 now and i notice that i still have this problem. I'm starting to notice what the exact problem is now and it seems that it's just a real bad Anti-Aliasing everywhere on my computer. Everything has got aliasing, from Windows fonts to in-game objects. And as before this happens on both monitors.

Which is why it leads me to believe it's something in nVidia's control panel, but I'm not sure I can place what specific problem is occurring. Try all default settings?

Oh man if you only knew how many times i've tried that :p, i have re-installed Windows 8.1 to factory settings like 3 times and now i have installed Windows 7 with no effect :(

I will try switching back to a VGA connection instead of DVI tomorrow since DVI won't let me change monitor sharpness as it seems way too high. I had a similar problem with text like a month ago that i fixed with turning down the sharpness. (The sharpness was set to 50 and i changed it to around 26.) I'll post if it helped me solve the problem or just slightly.

I haven't tried on both monitors yet as i have to go to school but on my second monitor when turning down the sharpness i can still see the jaggies except that they are now blurred.

Here are some pictures of when i start up my monitors. http://imgur.com/a/8gvGd I'm very confused how this could have happened just like that and even on two different monitors with two different connectors at the same time? As this problem is even at monitor start up maybe i'm guessing they're not getting enough power? Because okay i would understand if just one of my monitors were like this because then i would know it's broken but as i mentioned this is on 2 different monitors and it started happening at the same time.

You have such an odd problem.

Remember it's an elimination game.

I'll ask again to make sure: Can you use integrated graphics and test it that way? If it removes jaggies, it's like a GPU problem of some sort.

If it doesn't matter, it's gotta be a setting. If it does it multiple monitors. I'm going to poke around. Give me a bit.

I need to go through a list with you.
What is your resolution set to in the Nvidia Control Panel?
Check video adjustment settings at the bottom of NCP.
Also check desktop size and position.-Try clicking Size and then Help me find settings for my display.

Is Override the scaling mode turned on? Should be in the same panel.

Is AA allowed in NCP?

Also, it could be bad voltage to your monitor.

I'm really sorry i haven't responded to you in a while but my browsing data limit or whatever you call it ran out so it takes several minutes just to open a website but i will be sure to do those things you mentioned when i get back home.

So i tried turning off my PC and plugging in my HDMI to my motherboard instead of my GPU but then my screen just goes black and then freezes at the "Welcome" screen. Is there something wrong with what i'm doing or is it just because i haven't removed my GPU so it won't let the integrated graphics work.

Disable the GPU or enable Integrated Graphics first.

Try turning off Deblocking and any "Sharp" filter you may have on your monitor.

I'm 99% it has to do with a cable or your monitor.

I don't know what Deblocking or sharp filters are. Anyway I think that it has something to do with my monitor as well since i plugged in my PS4 with the DVI-D - HDMI cable and saw the same jaggies and stuff in GTA 5. In a few days I'll buy a true DVI-D cable and see if there's something wrong with my cable and if that doesn't help it just means that I bought a shitty monitor.

So i found this video i recorded with shadowplay when i was playing The Crew around 2 months ago and i see that there's a HUGE amount of aliasing and flickering in that video and i remember for sure that i never had any aliasing issues before.

Another problem that I have is that every sharp texture or letter in ANY application has visible jaggies on them. By any application I really mean any, Google Chrome, Nvidia GeForce Experience and basically just anything that has text in it.
