Windows 7 start up having loading issue?

I just finished a second PC tower and i am having issues with windows 7 home premium 64bit at start up.
What is happening is that there is a delay in the loading of it?
Normally right after WIN 7 loads to desk top there is a musical tone
and it is good to go.
But on this one that tone happens after the desk top is shown on the monitor for a bit
and some the icons are not all fully loaded,some load right away and others
delay for a bit? and there are other things delayed in loading.
It is not as smooth or fast as my main PC tower at all which also has WIN 7 home premium on it.
Any have any idea of what going on here?
I turned off all un-necessary start up items and that did not help.
The total start up time is over a full minute, and on my other PC it is 45 seconds?
one last thing, i am getting a few "failed updates" updates that will not take even after trying to download them several times, one is microsoft silverlight and the others are for security essentials.
There is something definitely wrong but i can not find it nor figure it out?
Would hate to have to re-install it all over again.
The cpu is a i7 3770K and the Mother board is a ASUS P8Z77 Vpro
It has 16g's RAM by corsair.
The OS is on a WD blue 1TB HDD

HDtach is only for vista and 2000 but crystal disc info says it is good?

Thanks i will use that, right now i am running HD tune and it is almost finished its error scan and no issues yet.

well apparently there is not a issue with the actual HDD
so i really am at a loss of what is causing a issue like this one?
I also have gotten a pop up warning that my CPU fan was not spinning but i could clearly see my CPU coolers fans spinning?
I may have to completely re-install the OS but i sure hope not.

all my SATA cables are brand new but i can try using other ones?
This problem is really odd and i tried going into the bios to make sure everything was set to optimum defaults
Really this seems to be the only issue once the OS is fully loaded the PC runs fine?
it is just that initial start up that is out of whack.

Do you mean it shows that once Windows loads up, or on the BIOS splash screen? The former isn't a problem, the latter is definitely a concern.

Go ahead & pull half your RAM sticks (i.e. if you have 2x8GB, pull 1 of the sticks), & see if you have 8GB or 7.94GB reported. Then repeat with the other pair. If you have 4 sticks, make sure you also test each one separately for 4GB vs. 3.94GB.

If you have 1 stick or 1 pair of sticks that's consisently short by that 0.06GB....then it's a problem with your RAM.

No i found out about the RAM amount by looking at my PC stats when i ran the performance assessment.
My main concern is the start up issue,,i was just asking about the RAM is case it had anything to do with the delayed start up?

I have two 8gb corsair vengeance sticks and i did what you said and pulled one and got 7.94gb
then i marked the one that i suspect is bad?
