W 8.1 doesn't shut down, sleep properly

For a few days now, when I either shut down, or sleep, my computer doesn't power down correctly. When I select either shut down or sleep, the display will turn off. However, I can still hear my fans and the case LEDs (power, fan lights, etc.) In order to actually turn the computer off in this state, I have to hold down my power button and force it to shut down. The computer doesn't "wake up" from sleep mode, either. In order to use the computer again after I have put it into sleep mode, I have to hold down the power button and force shut down. It's become a problem that now, whenever I wish to power down the machine, a force shut down is necessary by holding the power switch. I've looked at my Device Manager and Power Management options.

I'm beginning to think it could be a hardware issue, specifically motherboard.

When I look at my Event Viewer, the only thing that shows up is the event in which my force shut down occurred.

AsRock Z77 Extreme4
i7 3770k
16GB RAM(Corsair Vengeance)
Samsung 850 EVO/Kingston HyperX/Seagate 1TB
Asus GTX 680
Corsair HX 750W

I'm out of ideas, and I need help!

Windows 8 turns off the display about 30 seconds earlier than it shuts down. If you shut down with alot of background software running this time increases.
I've had this exact issue because of a faulty HDD. With the PSU turned off try disconnecting all but your main HDD and see if it works better.
You can also identify the problem by going to the event viewer and checking the latest HDD errors, if they correspond to the Shut down time then there is your issue.
You can also have a virus that exploits the Windows 8 sleep/shut down modes in order to get elevated rights.

Try to do the same even with the CPU chipset.
It worked for me.

The thing is, this literally just started happening a few days ago. I've never had an issue with sleep or shut down before, despite having used 8.1 for some time now. It usually would shut off pretty immediately, now when I shut it off or put it to sleep, the fans remain on, the LED's remain on. The only thing that turns off is my display.

Edit: Removed all my drives except for my boot drive, the Samsung 850 EVO, and the computer shut off properly. Going to see which drive is causing the issues, and it will obviously have to be replaced. Well, I tried to isolate which drive it was. However, they're all back in the system, and it is still shutting down CORRECTLY! Only thing that has remained unplugged are my two optical drives, which makes me think that there was in issue with either one of them. Looks like I'll leave them alone and unplugged unless I need to use them.
