The AMD r9 280x as it encodes video much faster than the GTX 960. However for gaming, the 960 but the R9 280x is good for gaming as well.
280x pretty much crushes a 960. Uses more watts.
Streaming/rendering tasks are more dependant on having spare cpu cores/ ram to run the streaming software.
And having a stable high bandwidth internet connection. For streaming you will want a fair bit of upload bandwidth available.
More Vram is always better for gaming.

Most 650+W power supplies will handle a 280X just fine (they recommend a 750W minimum, but some cheap power supplies don't put out enough amps on the 12V rail).
