Should I be getting a weaker GPU because of my monitor?

I was planning to get the I5-4460 cpu and R9 290 gpu. But my monitor can only display 1080p and 60hz. I was expecting to play games over 60fps but found out I needed a monitor that was higher than 60hz.

Should I get a weaker gpu? I don't want to get the 290 if I can't use it at its maximum. I was thinking of getting 280x instead and get a better CPU like the I5-4590. also, I don't want to get anything less than the 280x.

60hz monitors do not limit the fps to 60. It can go way over with v-sync disabled.

The r9 290 is your best bet and you should definitely go for it if you can't afford the GTX 970

His card will process more than 60 fps but the monitor will still only show a max of 60fps (refresh/update at 60hz). I would keep the card you have because as new games come out you will want that extra power.
