CPU Fan always at max RPM

My have always had my computer be really loud. I have usually just lived with it but I finally broke and bought this. It was advertised to be mostly silent and I got the recommendation from this forum. My CPU avg temp at load it 62C. The fans are always spinning at max RPM and really making a racket. Does anyone know how to fix this?

PS: The fan is plugged into the motherboard, not the power supply.

Is it plugged in to a 4 pin connector? It should be and the connector will be clearly marked as the cpu fan connector .

Alternatively it might not be mounted properly . Too little pressure and contact will be letting the cpu get hot and the fan will be running hard to control that heat

The finl possibility is that you have a very hot running processor and the small cooler is at its thermal limit
