Depends on the psu and rest of your hardware. But I think, this should be fine. I run one year long a GTX 750 Ti with 75 W consuming on good quality 400 W psu. And now, I even have a decent GTX 970 with 145 W consuming on peak levels on that same psu! It is just for some weeks, until I get a better one, but even benchmarks and Witcher 3 works well with it. So, your psu should be able to handle it.

Sorry, but that cpu is not going to drive any modern game with that fps. And it will bottleneck any modern graphics card. Sorry man, looks like you need to start saving up for a new computer. :/

What are the specs of your whole system? My first computer came with a Pentium E2200 like yours but I was able to upgrade to a Core2 Duo E6600 for $16. And I got a XFX HD 7750 1GB for $116, last I saw they were $95. It ran fairly well, even got to play Battlefield 4 on Medium roughly around 30-40 FPS, though it was either hit or miss, as the E6600 couldn't process everything, despite having 8GB RAM, and I would get kicked from online matches. Sorry if I got off topic, hope this may help.

I'm no expert but you should be fine, my XFX 7750 ran at 55 TDP and I only have 250 watts in my original computer. You can use http://pcpartpicker.com/ to get an estimate of how much power you will be using by making a list of parts that you have, or that are similar.
