My Rig:
CPU: AMD FX 6300
Mobo: Asus M5A99FX Pro R2.0
RAM: 16gb Corsaire Vengeance DDR3 1600
Cooler: Antec Kuhler H2O 950 Water Cooler

My system is open air for a few weeks till I get a case.

I used my mobo's "auto overclocking" and it tops out at 3780 (what!?). I haven't a clue how to manually overclock. I've watched videos, and their confusing. Please don't just link to a "tutorial video." Can someone just tell me what settings to change and what to change them to? I want to get to 4.5, but even 4 will be good. Or just tell me what to adjust, and I'll figure it on my own.
Thank You!!

Got em. What do I do from here?
Any good guides on tweaking voltage/timing and what not?

You can leave Cool'n'Quiet on. I never had problems on my setup.

Raise the voltage so that's around 1.40. You can then set your frequency to between 4.2 to 4.5 GHz. It depends on the RAM you have really. After raising the Voltage to 1.400 (in the BIOS it should be like Vcore Voltage: +0.125), start with the CPU freq at 4.3 If everything works smoothly increase up to 4.5 GHz. For more than 4.5 you need a really really good cooler. 5.1 GHz are achievable, but the power draw negates the benefits.

Also, ALWAYS check TEMPERATURES. You should have in BIOS an option for the compute to beep you when the CPU gets over a certain temperature. Try setting the BEEP at 70 or 80 degrees. If you get to 80, you should probably lower the Voltage and try again. If the OS isn't stable, lower the frequency by 100 MHz too.

As for the voltage: You need more voltage to get better system stability. Just NEVER get over 1.5 V.

The cooler i have now runs at a steady 4,400 rpm. (yup) And with an auto-OC of 4.0, the CPU is 97 degrees Fahrenheit. Is that a good temperature?

Yup. I'm running half of that temperature!

I've been playing Skyrim with 247 mods. That should be stress enough. :D

Stress testing Skyrim is a BAD IDEA. You can't stress test the CPU with Skyrim because the game is aware of only 2 CPU threads. I mentioned Crysis 3 and those applications because they heavily use all the available threads.

If a game/applications uses only 2 threads out of your 6 available, the CPU will be able to maintain its clockrate easy.

Skyrim is bad example to stress test. Try something more modern. Grand Theft Auto V, Far Cry 4, Assassin's Creed Unity.
