Windows 8.1 Connected to Wifi but limited and no internet

I have an HP laptop that is running Windows 8.1 and it's having some Internet connection issues.

I'll start from when I connect to my router from the laptop. I click on the router in the sidebar Wifi settings, then it says "Connecting to network is taking longer than usual" then displays "The connection is limited".

On the taskbar, a small yellow exclamation symbol is visible next to the signal bars. I can't connect to the Internet using any programs. Pinging my default gateway with cmd results in all 4 packets sent being lost, with the message "PING: transmit failed. General failure." for each one.

I'm not sure what other information I should provide, so I'll wait for a response and provide the appropriate info.

Every other device capable of Wi-Fi works perfectly well with the same router.

I have tried multiple reboots, none of which worked.

Even with an ethernet cable, it still shows the connection as limited, and there is still no internet access,
