Best $600-$700 Gaming PC?

Hello!
I already have a 2TB HDD and a Windows 8.1 copy, and I was wondering what the best gaming PC would be for around $700. I would like to run games like GTA V and Witcher 3 at max-ultra, 60 FPS, 1080P. What would be the best PC? I dont need a monitor or CD drive included in the cost. Also, maybe a boot SSD with some space for CS or some other small games. Lastly, could you please include the performance on games with a build similar to this? Thanks!

My recommendation, you will have to wait for an SSD later so you don't need to compromise on fps now.

You won't be maxing-ultra GTA V or Witch 3 for $700. Apparently even high end systems with Titan X only get 40fps maxed out on ultra in witcher 3. What we can do is link you builds that will give you the most performance for 700$. You should be able to enjoyable play GTA V and Witcher 3 with it. I will link a build soon, as I am sure others will to.
