Edit I have found out I set my fans to start at a higher thermal temp and I reset it to default and it now spinning up and looking pretty again.

Solution
Yes. If you set the temp boundary too high, its possible the fan will not spin up till it's needed (according to the settings). When the pc is in boot, all fans are controlled by the bios settings. It's not until Windows has started and is loading startup apps, that those bios settings get replaced by fan controller software. If you have no fan controller software active, the bios settings remain in effect. Check the Overdrive settings, or if necessary, return them to default and start over.

Yeah, I just redone my thermal profile and its lite up, Thanks for quick response, at least when I get all my new fans in next week or so I can have fun making my computer quiet unless under stress.
