should i buy used liquid cooled pc parts? need advice thx

basics:

i saw a local ad one day of a person selling some nice parts greatly discounted ....... its the full computer with water blocks etc........fittings etc

he says all i would need is a power supply......... the pvc tubing to go from parts/rad/pump etc
and a harddrive.

i also read online a bit about the pump being bad if it gets dry??

im sort of new to building a loop but i have used pre filled cooling solutions in the past. i know this will be harder to setup but thats where the fun would be i guess.

i was planning to run it with quarter inch (ID) tubing.......distilled water and a silver kill coil.

any thoughts on this and is it a good idea?

the person was parting the system out....... and it comes with high end parts...... the prices are all low and the guy does not have any of the air coolers for anything.

he says he would rather sell it all in one crack to one person.

i have to wait 6 days before he can be back from work etc as he is out of town...... but he has taken his online ads down and said he would sell it all to me.
(before i can pick up the parts)

the price is so low (600) for everything......... what should i do here? things i should know or look for? thx. im the type that likes new hobbies and new work to do.

so saw this as a chance to maybe grab some high end parts cheap..... he said most ppl arent interested in water cooling. it just strikes me as odd that he would have a hard time selling it at the prices he was asking.

the ads were posted for a good week on kijiji before i found them with 80 views.......

i searched many online ads........ and what this person was offering really jumped out at me hardcore for the said prices he asked. i was even able to barter on the said price a bit.

i managed to get him down from 700....... to 600.

for core i7 2600k
gtx 690 (i know its limited to 2gb)
8gb ram
rad w/ 3 120mm fans
pump
resevoir
(all the fittings)
cpu and gpu both have xspc water blocks installed.
also a asus maximus iv motherboard
the cpu case he had it all in


he says all i would need to do is re-assemble it........ add the psu like i said and a hd......

good deal?


i still have about a week to make up my mind..... the deal sounds really good to me...... just a bit worried. what if the parts are water damaged somehow?

also i wouldent be able to test till i got it all hooked up because the parts are all dissassembled with water blocks on them.

first world problems....... LOL sorry for the long ramble.
