i wanna ask that can my pc handle R7 250. my specs are

processor: c2q q9300 2.5ghz
RAM: 4gb ddr2
Motherboard: dell odr845
Power supply: 280w
Pcie: pcie express x16 (25w)
Old vga: nvidia 9500gt 1gb

i wanna ask u guys can my psu and mobo can handle this card. i have used 9500gt with no problems

i wanna ask that it will nnot bottleneck my system. and to remind that my pcie express has 25w written on it. does that means it can only allow 25 walts
