GTA V - High CPU Usage, need to fix this

Hi, i have Core 2 Quad Q8300 2.5GHz, AMD Radeon HD 6770 1GB, 8GB DDR2 Kingston 800MHz. When i play GTA V, my Graphics card usage is at 60% and my CPU at 100% on all 4 cores. It gives me ~30fps while doing anything and its not much playable. I can change the graphics settings in-game, but its still the same. Please help me to fix this issue, so i can play on +35fps, because for example when i drive, my framerate drops to 20 - 26.

Also, it seems like Witcher 3 doesnt like AMD Cards, because i played it on my friend's steam acc and the game was not much playable, even at the low settings, but CPU was only at 50%. When do you think will AMD release their drivers for that game?

Q8300 is not exactly among the relative powerful processors anymore.
It is possible that Q8300 is already bottle-necking new demanding games like GTA V.

About Witcher 3, HD6770 is weak. Even my GTX970 can not run everything on ultra with every effects on @1920x1200. I think, HD6770 is simply too weak for Witcher 3.
hmmm..but try this, I dunno if it helps but it is worth to try:
1. turn HairWorks off
2. disable SSAO
3. Set the rest to medium
If you still have fps problem, reduce the rest to low and try to disable further effects.

All in all, your LGA775 needs to be replaced in my opinion. I replaced my Q6600+HD6850 last year as I have quite a big fps issues with Shadow of Mordor.

I turned off and set to low everything in Witcher 3, but it didnt make much changes. I was running Shadow of Mordor quite good. But i also had textures on low, because i think it didnt let me to go further. I would like to upgrade to i5 4460 and MSI GTX 750ti 2GB OC. But i would have to buy new motherboard and RAM as well. So it's quite expensive for me now.
 
Yup, I know your pain.
I decided to upgrade from Q6600@3GHz+6GB DDR2 1000 CL5+P5E X38+HD6850 last year.
I bought the old rig in 2007 (originally with HD3850) and the rig ran almost 24/7 since then.
I had the feeling I should better replace the PSU too due to aging.
There are already even some small rust parts on the case CM690 1st. generation.
Thus, I simply bought/built a new rig and kept only my old SSD+HDD+BR-Burner. It cost quite a fortune, but at least I have my peace for now.

BTW, R9 290x on my friends rig does not have any big problems with Witcher 3. I think AMD GPUs do not have real issues for Witcher 3.
Yours is simply too weak.
