I went with 1x8gb so I can upgrade to 2x8gb in the future.
Regarding the psu please read my post here. Should I go with the antec one instead?
Let's say budget is $650, but prices here are different than in the States.
I'll use the pc for gaming (witcher, GTA V, WoW...) and programming (Java/C++...)

You may or may not have issues adding other ram in the future, some people have had problems mixing ram. I've had pretty good luck even with different brands/speeds but your mileage may vary. I wouldn't worry about the issue of 1x8 vs 2x4gb, there's hardly any difference in performance.
